The United Kingdom and the United States have established a important bilateral deal that will preserve no tariffs on British pharmaceutical products entering the US market.

The Terms of the Accord

As part of the deal, the UK has pledged to increase spending on pharmaceuticals through the National Health Service (NHS). This commitment guarantees that duties on these key goods will remain at zero for a period of three years.

This deal comes after previous statements to hike duties on branded pharmaceutical imports, with increases mentioned up to 100%.

"This agreement between the UK reinforces the international landscape for innovative medicines and establishes long-overdue fairness to U.S.–U.K. pharmaceutical trade," a release said.

Trade Impact

Pharmaceuticals are one of the the United Kingdom's largest export categories to the United States, which is by far the biggest market for leading UK drugmakers.

Export figures reveal that in the year prior to the third quarter, the UK sold medicines worth £11.1bn to the US. This amount represented 17.4% of British export trade in that period.

"This deal secures work, boosts funding and sets the stage for the UK to establish itself as a global hub for medical research," the Business and Trade Secretary commented.

Specific British Pledges

The agreement includes several notable changes from the British government:

  • Higher Cost Ceiling: The UK will increase the cost ceiling at which it deems new medicines to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a goal to increase overall public funding on drugs from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Rebate Cap: The percentage pharmaceutical firms must refund to the NHS to prevent overspending will be limited at fifteen percent. In the past, rebates topped twenty percent.

Industry Background

This agreement comes amid a protracted row between the pharmaceutical industry and the UK government over medicine costs and approval rates.

This friction were exacerbated by claims that American patients were paying significantly more for the equivalent treatments than people in the UK and Europe.

Recently, several significant pharmaceutical investments in the UK have been paused or cancelled, while major funding commitments have been announced toward US facilities.

One official acknowledged that the NHS needed to invest a greater share on treatments, noting that its budget allocation on drugs had decreased as a percentage of its overall budget over the last ten years.
